On February 12, Zhejiang Provincial Department of Culture and Tourism issued “the Notice of Fully Supporting Cultural and Tourism Enterprises to Win the Fight Against the Epidemic and to Achieve Stable Development”. In the notice, it proposed to aptly apply nine policies to fully support cultural and tourism enterprises to win the fight against the epidemic and achieve stable development.

 

Firstly, make full use of tax reduction policies

It is necessary to proactively strengthen communication with the departments of finance and taxation to help cultural and tourism enterprises to understand applicable scope and standards of tax policies, make full use of the tax reduction policy package like the Central government and provincial government’s deepening value-added tax reform and small and micro-business inclusive tax reduction; to guide cultural and tourism enterprises affected by the epidemic that have trouble operating to apply for the exemption of real estate tax and urban land use tax. During the epidemic prevention and control period, tax declaration can be postponed. Cultural and tourism enterprises that do have special difficulties and cannot pay tax on time can apply for tax deferral for a maximum of 3 months. Fixed-volume individual businesses during a fixed period that have been shut down due to the epidemic prevention and control are exempt from paying fixed-rate tax for that month. Travel agencies, star-rated tourism hotels, A-level scenic areas, resorts and other tourism enterprises that lose money in 2020, the maximum carry-over period is extended from five years to eight years. 

 

Secondly, make full use of fee reduction policies

It’s necessary to proactively strengthen the communication with the departments of development and reform, economy and information technology, finance and state-owned assets and help cultural and tourism enterprises to understand and master the detailed implementation rules of cost reduction and exemption policy; to guide cultural and tourism enterprises affected by the epidemic that have trouble operating to apply for the reduction and exemption of administrative business fees and government fund; to coordinate the implementation of the same water, electricity and gas price for hotels and restaurants as general industrial enterprises, and the gas and water expenses can be repaid within three months after the epidemic; to guide cultural and tourism enterprises to make good use of housing rent reduction and exemption policy; enterprises renting state-owned asset-type business properties (including various development zones and industrial parks, special markets, industrial factory warehouses, industrial bases, technology enterprise incubators), the rent can be exempted for two months (February and March); for those renting other business properties, it’s highly recommended for owners (landlords) to reduce or exempt rent for the tenants and the details should be settled by both parties through negotiation.

 

Thirdly, make good use of financial support policies

It is necessary to proactively strengthen communication with the Financial Office, the Banking Insurance Regulatory Bureau and other departments to help cultural and tourism enterprises accurately understand and fully enjoy financial support policies; to guide cultural and tourism companies that have been affected by the epidemic and have difficulty in repaying temporarily to make good use of the credit relief policy to apply for financial supports such as deferred repayment, installment repayment, loan extension, and repayment without repayment of principal; to actively coordinate financial institutions to strive to exempt cultural and tourism enterprise loan interest rates during the provincial epidemic prevention and control first-level response period; to appropriately reduce loan interest rates for enterprises related to epidemic prevention and control and affected by the epidemic, and reduce financial service fees; In case of overdue corporate loans, overdue interest, penalty interest and liquidated damages will be reduced or exempted.

 

Fourthly, make good use of social security support policies

It is necessary to take the initiative to strengthen communication with human resources, social security, housing construction and other departments to help cultural and tourism enterprises to make full use of social security support policies; to instruct insured culture and tourism companies that did not lay off staff or lay off few to apply for the return of 50% of their actual paid unemployment insurance premiums in the previous year; to strive for returning social security fees of one to three months to insured culture and tourism companies affected by the epidemic with monthly return standards determined according to the social security fees paid by the company and its employees in December 2019; cultural and tourism companies that are temporarily facing difficulty in production and operation and are unable to pay social security fees in full due to the impact of the epidemic can be postponed to pay social security fees and the relevant procedures can be completed within three months after the epidemic situations are resolved; For cultural and tourism enterprises affected by the epidemic situation and failing to pay the housing provident fund in a timely manner, their employees will be deemed to have made normal deposits after repayments.

 

Fifthly, make good use of labor and capital support policies

It is necessary to guide cultural and tourism enterprises to seriously implement the requirements of the “Notice of Zhejiang Province Human Resources and Social Security Department on Actively Responding to COVID-19 Epidemic Situation and Doing a Good Job in Labor Relations”, and provide accurate guidance to resume work and resume production services; to guide cultural and tourism enterprises facing production and business difficulties due to the epidemic to collectively negotiate with employees, and to stabilize the labor relations with employees by adopting such measures as negotiating salary, adjusting working hours, rotating shifts and on-the-job training; to guide cultural and tourism enterprises affected by the epidemic that organized employees (including labor dispatch personnel) to participate in online vocational training during the shutdown period to apply for a subsidy of no more than 95% of actual training costs; to encourage the competent cultural and tourism industry authorities to conduct free trainings of tour guides and guides through online training method to improve the professional level of tour guides and guides during the epidemic prevention and control period.

 

Sixthly, make good use of tourism service quality deposit temporary rebate policy

The spirit of the “Notice of the General Office of the Ministry of Culture and Tourism on Temporarily Rebating Some Tourism Service Quality Deposits to Support Travel Agencies to Cope with Operating Difficulties” shall be implemented, and temporary rebate of tourism service quality deposits shall be organized and implemented with the temporary rebate standard being 80% of the current payment. The deposit frozen by the court is not within the scope of this rebate. The work shall be completed before March 5, 2020.

 

Seventhly, make good use of culture and tourism development fund

We will proactively seek for subsidies from the National Tourism Development Fund of the Ministry of Culture and Tourism; to get support from financial department, use provincial and district-level cultural and tourism special funds and increase the special funds for the rescue of enterprises in need to stabilize the cultural and tourism market of Zhejiang and support cultural and tourism enterprises to resume production after the epidemic; to actively seek subsidies from the National Tourism Development Fund of the Ministry of Culture and Tourism; to get the support of the financial department, use the provincial and district-level cultural and tourism special funds, increase the special funds for the rescue of enterprises in need, to stabilize the province's cultural and tourism market, and support cultural and tourist companies to resume production after the epidemic; While striving to revitalize special funds after the epidemic, the tourism department should strive to appropriately adjust the use of the special funds in the 2020 departmental budget, encourage the issuance of tourist vouchers to the public, and promote the recovery of the culture and tourism market.

 

Eighthly, make good use of cultural and tourism consumption promotion measures

The Provincial Department of Culture and Tourism will coordinate the relevant provincial departments to formulate as soon as possible the "Implementation Opinions on the Revitalization of the Cultural and Tourist Consumption Market as soon as Possible to Further Stimulate the Potential of Cultural and Tourist Consumption". All localities should also strive to introduce policies and measures to promote cultural and tourism consumption, actively make preparations to seize the favorable opportunity of the general public to pay more attention to health and love for life after the epidemic, to open cultural venues and A-level scenic spots in an orderly manner, to launch timely tourism activities with the theme of “ecological Zhejiang • health tourism”, and to launch "Zhejiang People Touring Zhejiang" preferential experience activities; to fully implement the paid vacation system to promote the release of tourism consumption vitality; to vigorously promote online and offline cultural and tourism consumption activities; to take advantage of the wide application of next-generation information technology such as 5G to cultivate new consumption modes such as network consumption, experience consumption, and intelligent consumption in the cultural and tourism fields; to make good use of special periods such as "May 19 China Tourism Day" to introduce various measures to benefit the people to boost the tourism consumer market.

 

Ninthly, make good use of the "three services" benefit enterprise assistance mechanism

It is necessary to conduct in-depth investigations and studies of cultural and tourism enterprises, to count the losses caused by the epidemic situation, to comprehensively understand the difficulties of the enterprises, and to publicize the support policies during the epidemic prevention and control period; to actively seek the support of local party committees, governments and relevant departments, and strive to introduce special support policies for cultural and tourism enterprises; to establish provincial and municipal cultural and tourism department leaders to contact key projects and key enterprise systems, support eligible cultural and tourism projects in various places to be included in key provincial projects, "4 + 1" major project construction plans, or provincial and municipal county chief projects, and actively coordinate and solve the difficulties and problems encountered by key enterprises in resuming production; to optimize the examination and approval services. For the approved foreign-related performance projects that need to be postponed due to the impact of the epidemic, there is no need to go through the approval formalities again and only need to report to the Provincial Department of Culture and Tourism for the record. Before the end of June 2020, pre-examination and approval will be implemented for general enterprise investment projects covering 50,000 square meters of land beyond the protected areas of cultural relics protection units at all levels and underground cultural relics buried areas; For newly invested construction projects for the production of materials needed for epidemic prevention and control, remote pre-approval is implemented.
